Dr Subbu on Caste Census

 Dr Subbu on Caste Census

The British colonial government believed caste and religion as India's primary social and political formations. The differences were highlighted and used to divide society. Latin Proverb divide et impera (Divide and rule ) was an unofficial colonial policy to keep the rule going. That's why the government of Independent India discontinued the census based on caste.

The demand for caste census is a precursor to taking reservations to 75%. This is unjustified. India needs social justice. There is a strong case for this given the socio-economic deprivation and caste discrimination for the majority of Indians. But India also needs to nurture talent otherwise, in this globalised world, talented people will move to other parts of the world and that will benefit other countries. This 50% reservation and 50% general seats will take care of the requirements of both social justice and nurturing talent. Supreme Court's recent comments that within the caste groups, those who are in the creamy layer should move to the general category by giving the benefits to people with higher levels of socio-economic deprivation in the same caste group.

The real socio-economic deprivation starts from schooling. Government schools where the wards of poor parent’s study fail short of providing quality education. Quality health services at affordable rates remain a challenge for many families. Central and state governments need to improve the outcome in these crucial sectors. They will make social justice meaningful and real. Access to capital and skills will help poor families a lot.

Empowering poor households will make them more confident in tackling the challenges of socio-economic deprivation.

The real issues and efforts are put on the back burner. The political rhetoric of caste census tries to hide the failure of successive governments to address the real problems. Health, Education, Skills and Access to capital and technology will make society more inclusive and vibrant.

What’s your take?
